The Pentagon has made contingency plans for a gradual troop withdrawal from Iraq a "priority", the US defence secretary says.
Robert Gates said this week that "such planning is indeed taking place with my active involvement as well as that of senior military and civilian officials and our commanders in the field".
"I consider this contingency planning to be a priority for this department."
He was responding to Hillary Clinton, the New York senator and presidential candidate, in a letter this week after she asked the Pentagon if such plans existed.
But Bryan Whitman, a Pentagon spokesman, stressed that the defence department was not planning for a quick or wholesale withdrawal of forces.
"Planning for reducing our forces, drawing down our forces, is certainly something that is an appropriate thing to do," Whitman said.
"We are doing that kind of planning, planning for the eventual drawdown, eventual reduction, the beginning of withdrawing of forces from Iraq."
George Bush, the US president, ordered about 30,000 additional troops to Iraq in recent months, bringing the total to about 157,000.
Democrats in congress have been demanding firm plans for a pullout and the American public is growing increasingly impatient with a war that seems to be going nowhere as US casualty figures have passed 3,600.
Gates said he would try to keep senators informed about the "conceptual thinking, factors, considerations, questions and objectives associated with drawdown planning".

Many point to the fact that Bush allowed the assault weapons ban to expire in 2004 as an indication that he caved in to the NRA. John Kerry even accused Bush of conspiring to "chose his powerful friends in the gun lobby over the police officers and families that he promised to protect."
In Reality Bush wanted to renew the assault weapons ban but was forced to let it expire when it became clear that he may not retain office in 2004 should he alienate core Republican voters.
At the time Bush was applauded by Democratic Senators Dianne Feinstein and Chuck Schumer for his stance.
The assault weapons ban is just one of the numerous anti-gun positions taken by the Bush Administration. Additional examples include disarming airline pilots, forfeiting gun rights for misdemeanors, and arguing that the total DC gun ban is a reasonable restriction on the 2nd Amendment.
Speaking in late 2005 on the topic of the second amendment, former Republican Congressman, CIA official and board member on the NRA Bob Barr said that his position had enabled him to judge the difference between how the Clinton and Bush administration's approached the issue of gun control. Barr echoed the sentiments of many other prominent conservatives in expressing his frustration about how the Bush administration was even more anti-second amendment than the Clinton office.
"it's my impression to be honest with you, and this is confirmed by a lot of folks who are involved very heavily in regulatory matters involving firearms, that it is more difficult dealing with this administration than it was dealing with the prior administration."
In the past another Republican Congressman, and now Presidential candidate, Ron Paul has accused the Bush administration of attempting to set in motion a militarized police state in America by enacting gun confiscation martial law provisions in the event of emergencies such as an avian flu pandemic or natural disasters.
"I think they're concerned about the remnant, the remnant of those individuals who don't buy into stuff and think that they should take care of themselves on their own, that they should have their own guns and their own provisions and they don't want to depend on the government at all and I think that is a threat to those who want to hold power. They don't want any resistance to their authoritarian rule."
Paul, a staunch gun-rights supporter, has previously blasted the administration's position on so-called "assault weapons" while claiming it is gun-rights oriented as hypocritical.
In making his point, Paul quoted Georgetown University professor Robert Levy, who recently offered this comparison: "Suppose the Second Amendment said, 'A well-educated electorate being necessary for self-governance in a free state, the right of the people to keep and read books shall not be infringed.' Is there anyone who would suggest that means only registered voters have a right to read?"
"Tortured interpretations of the Second Amendment cannot change the fact that both the letter of the amendment itself and the legislative history conclusively show that the Founders intended ordinary citizens to be armed," said Paul.

Fox Sidesteps Charge that Fred Thompson is 'Not a Conservative' to Mock CFR, North American Union Critics

Jessica Wilson, a member of Houston 9/11 Truth appeared on Fox radio to discuss controversy over a question she asked Fred Thompson regarding his membership in the Council on Foreign Relations. Thompson deflected her question about the CFR's role in building a North American Union-- which Wilson purports is anything but conservative.
Jessica then continued to film quietly as other members of the press asked questions, but was dragged out forcibly by police after being 'sandwiched' and manhandled by more than four officers, even though Wilson had done nothing wrong and offered to leave of her own will.
Fox's Scott Allen Miller, who guest hosted the interview, ignored the irrational and unconstitutional connection between asking a question and being groped by police before being dragged away and added his own perversion to the situation by adding that her disturbing cries for police to "get off" her as they "pressed against" her reminded Miller of his "wedding night."

This photo substantiates Wilson's claim that police "pressed against" her before dragging her out for the 'crime' of asking a question at a press conference-- as opposed to respecting the first amendment or, at least, asking her to leave first.
Fox's Miller not only mocked the tyranny inflicted on Jessica Wilson by police, he distorted the perception of the true events by implying that she made a scene after an unsatisfactory answer from Thompson when, in fact, her outbursts were in response to inappropriate and untimely reaction by police several minutes later (Compare the uncut footage in the video clip below with the audio clip played in the Fox interview).
Further discussion on Fox radio centered around the North American Union-- a plan to merge the United States, Canada and Mexico conceived by members in the Council on Foreign Relations and published in their document, "Building a North American Community," making only light reference to the original topic-- criticism of Fred Thompson.
Guest host Scott Allen Miller preyed upon his audience's ignorance about the North American Union and the CFR-- laughing hysterically that "99% of those listening" would have no idea what was being discussed anyway-- and portrayed Wilson's valid points as the fantasies of a delusional paranoid.
He suggested, sarcastically, that they had better not discuss the CFR because "they were listening" while he played black helicopter noises and other sound effects and mocked his guest who was legitimately concerned about the systematic attack on the United States' sovereignty.
Scott Allen Miller admitted that there are plans for a North American Union, but alluded that such plans were no more than random ideas. Yet the European Union, a clear model for the NAU, utilized the same plan now underway in the Americas-- quiet evolution by stealth. Just as is now happening in the U.S., evidence of mounting economic integration, conjoining infrastructure, increased cooperation and unified planning was dismissed in Europe until the EU was a solidified reality with an ever-growing body of nations already under its control.
Miller similarly denied the existence of the Amero-- a name for a common currency amongst North American countries, but stated that the Euro was working out so well that it might be a good idea to have something like the Amero (which has already been tangibly proposed under the Building a North American Community plan formulated by the CFR.
This string of non sequitur arguments is intentionally meant to obscure the meaning behind ideas like the North American Union that come from places like the Council on Foreign Relations. Miller knows mainstream media will not be covering these real concepts beyond associating any such discussion with marginal 'kooks' and 'nut jobs' its audience is trained to dismiss without contemplation.
Fox clearly diverted conversation from the original premise of Wilson's critique-- that Fred Thompson is no true conservative and his membership in organizations like the Council on Foreign Relations is evidence of that fact. The CFR is not only traditionally "liberal" in its scope and aims, but openly pursues internationalism powered by regional and world governing bodies.
As Fox's handymen continue to belittle attempts to expose the international agenda that is eroding the sovereignty of the United States, the Council on Foreign Relations continues to expand its grasp on the power structure of North America it controls through puppet officials like Fred Thompson to regional and international bodies operating outside the checks and balances that make up legitimate government, at least in the case of the United States as it hands over authority to public-private partnerships serving the elite.

NY Police Report Bomb to Frame Activist as Terrorist

Two persons identifying themselves as New York police officers interrupted a 9/11 Truth demonstration-- on a public sidewalk in front of the new WTC 7 Building-- to intimidate free speech, stating "Larry [Silverstein] doesn't want to hear it," before accusing We Are Change founder Luke Rudkowski of having a bomb and that his cell phone was "a gun."
The officer was apparently responding to refusals to stop filming their faces as police attempted to impede free speech on behalf of Larry Silverstein-- making slanderous and knowingly false accusations:
"I think he's got a bomb in his bag. Saw wires coming out. Think he's got a bomb in there."
The police officer carried on during the encounter, saying "A terrorist act-- I guess they go away for about 30 days."
Rudkowski tell him he is not a terrorist and that he is an American citizen. The officer responds, "You're right. But by the time the government figures it out, you'll be in the hole for 30 days."
The officer made the statements on camera with a notable smirk, and made no attempt to distance himself or other witnesses from any physical danger (as he would have done he actually believed the activist had a bomb). The officer went on to give away his criminal behavior-- still on tape, despite ongoing demands he and the other officer made that the cameras be shut off.
Alex Jones commented, "We have New York police ON TAPE threatening to frame someone for terrorism in a nonchalant fashion. How bad would it have gotten if there were no cameras around? If they'll talk like this ON CAMERA, heaven help us."
People are arrested every day for joking about bombs or making other bomb references, even if it is clearly not meant to be serious.

This man identified himself as a police officer and accused Rudkowski of 'having a bomb' and 'being a terrorist' to silence his free speech for Larry Silverstein. It is a serious federal and state crime to publicly state that someone has a bomb and is a terrorist when not true-- like extreme example of yelling fire in a theatre-- and needs to be prosecuted.
Such knowingly misleading and false information is not only malicious and immoral, but has been made specifically illegal under the Anti-Hoax Terrorism Act of 2003-- and expanded for more stringency in 2004 and the Terrorism Prevention Act of 2006, not to mention long-standing protections against defamation and public endangerment. There are also many state and local laws prohibiting such activity.

This man who identified himself as a police officer insisted that Rudkowski and other members of WeAreChange.org must cease videotaping him.
Based on this video evidence alone, this officer should receive a prison sentence and would be liable for civil damages as well-- not only to the wronged demonstrator, but by law enforcement for a dangerous waste of resources, as cited by Ted Kennedy's commentary regarding expansion:
"In addition, this measure expands civil liability to allow federal and state governments to seek reimbursement from someone who knows that emergency personnel are responding to a hoax and fails to inform authorities that no such event has occurred."
Rudkowski was not only intimidated by the corrupt and criminal officer, but his camera was confiscated. Shortly afterwards, police also confiscated his cell phone, claiming that it was "a gun," according to Rudkowski.
The detective also snickered and "sang"tauntingly at Rudkowski, "Guess who's going to jail? Guess who's going to jail?"
Luke was not arrested, but was detained for over an hour while police deliberated over whether take further action.


This officer makes equal attempts to intimidate and ridicule Rudkowski.
Luke Rudkowski told the perpetrating policeman that his statements were "slanderous," denying ridiculous accusations that he was a terrorist.
The officer again responded, "I saw wires. You look like a terrorist. I don't know what a terrorist looks like. You may be a terrorist for all I know...You've made threats; now I'm concerned."
It is obvious from the recorded video that the demonstration was peaceful, no laws were broken and no threats were made. It is also clear that the reason he approached the group did not regard suspicion of threatening behavior, but to tell them that "Larry didn't want to hear it."
The levels of betrayal against the First Amendment of the Constitution are so absurd and violate the basic tenants of original intent, they can only be compared with gross violations by the enforcement officers of the police state apparent, such as that with Abby Newman (as seen below, from 9/11: The Road to Tyranny). Egregious misinterpretation and abuse perpetrated by the very members of society supposedly in place to guarantee our freedoms.
Abby Newman was arrested for not showing ID in August 2000 and fell victim to an illegal vehicle search in which police found items of subversive literature, including a "pocket Constitution."
One officer asked the other "Is this legal?" (Case in point, where the very society of freedom is violated by the system that regulates that society.)
But that has become all too common in the police state. A Christian group in Philadelphia was arrested in 2004 and charged with counts of criminal conspiracy, ethnic intimidation and riot for "praying, singing and reading scripture during an annual 'gay pride' event. Of course, the question here is not one of Christianity vs. homosexuality, but the criminal prosecution of free speech. The eroding inherent right threatens the freedom of Christians, homosexuals, pink-and-polka dotted people, and other groups who were previously guaranteed protection of their voices-- whether right or wrong, embarrassing, hateful or supportive, blasphemous, sinful or true.
An attorney in Portland, Oregon was falsely arrested under anti-terrorism laws shortly after the 2004 Madrid bombings.
Even in Canada, where limitations such as "reasonable" are pitted against guarantees of free speech, people are granted 'fundamental freedoms' to "thought, belief, opinion and expression."
Yet a protestor demonstrating outside the 2006 Bilderberg conference in Ottawa, Don McCormick was kidnapped by an "Integrated National Security Enforcement Team" who detained him, kicked him and psychologically tortured him-- including threats that they would "cut off his arms."-- all this after being warned not to return to the protest the previous day.
Though McCormick was accused of "trying to blow up the Brookstreet Hotel"-- just as Rudkowski was accused of being a terrorist with a bomb-- he was guilty only of holding a picket sign and being critical of the secretive and manipulative group.
Just as McCormick's free speech was violated, intimidated and labeled as terroristic at the behest and for the benefit of the Bilderberg group, Rudkowski's speech was threatened on behalf of Larry Silverstein-- who apparently wanted to silence discuss of 9/11 and WTC Building 7 through bullying threats.
This is not Rudkowski's first encounter with harassment, intimidation and denials to the rights of free speech. During a speech by Zbigniew Brzezinski, security denied his free speech rights as a member of the press and attempted to confiscate his video tape, despite the fact that he declared his press position. Rudkowski serves as a free lance reporter for GCN Live! Radio (nationally-syndicated), and websites such as Infowars.com and PrisonPlanet.com, among others.

Recently the We Are Change group, which Rudkowski founded and remains involved in, was harassed by police outside ABC Studios during a peaceful demonstration of support for Rosie's public assertion of 9/11 Truth.
Free speech is no longer guaranteed under the de facto shadow government that has hijacked the formerly legitimate government of this once great nation. In fact, the threats are widespread-- all the more so on the front lines 'who dare call it treason.'

Astounding new details surrounding the death of Pat Tillman clearly indicate that top brass decided to execute the former pro football star in cold blood to prevent him from returning home and becoming an anti-war icon.
These same criminals then engaged in a sophisticated conspiracy to create a phony "friendly fire" cover story.
Shocking new facts emerged about the case last night but were bizarrely underplayed by the Associated Press under nondescript headlines like 'New Details on Tillman's Death' - a complete disservice to the horrific implications that the new evidence carries.

Army medical examiners were suspicious about the close proximity of the three bullet holes in Pat Tillman's forehead and tried without success to get authorities to investigate whether the former NFL player's death amounted to a crime, according to documents obtained by The Associated Press.
"The medical evidence did not match up with the, with the scenario as described," a doctor who examined Tillman's body after he was killed on the battlefield in Afghanistan in 2004 told investigators.
The doctors - whose names were blacked out - said that the bullet holes were so close together that it appeared the Army Ranger was cut down by an M-16 fired from a mere 10 yards or so away.
The report also states that "No evidence at all of enemy fire was found at the scene - no one was hit by enemy fire, nor was any government equipment struck."
The article also reveals that "Army attorneys sent each other congratulatory e-mails for keeping criminal investigators at bay as the Army conducted an internal friendly-fire investigation that resulted in administrative, or non-criminal, punishments."
So there was no evidence whatsoever of friendly fire, but the ballistics data clearly indicated that the three head shots had been fired from just 10 yards away and then the Army tried to concoct a hoax friendly fire story and sent gloating back-slapping e mails congratulating each other on their success while preventing the doctors from exploring the possibility of murder. How can any sane and rational individual weigh this evidence and not come to the conclusion that Tillman was deliberately gunned down in cold blood?
The evidence points directly to it and the motivation is clear - Tillman abandoned a lucrative career in pro-football immediately after 9/11 because he felt a rampaging patriotic urge to defend his country, and became a poster child for the war on terror as a result. But when he discovered that the invasion of Iraq was based on a mountain of lies and deceit and had nothing to do with defending America, he became infuriated and was ready to return home to become an anti-war hero.

As far back as March 2003, immediately after the invasion, Tillman famously told his comrade Spc. Russell Baer, "You know, this war is so fucking illegal," and urged his entire platoon to vote against Bush in the 2004 election. Far from the gung-ho gruff stereotype attributed to him, Tillman was actually a fiercely intellectual man with the courage of his convictions firmly in place.
Tillman had even begun to arrange meetings with anti-war icons like Noam Chomsky upon his return to America before his death cut short any aspirations of becoming a focal point for anti-war sentiment.
According to Daily Kos, Wesley Clark appeared on Keith Olbermann's Countdown last night and stated that "the orders came from the very top" to murder Tillman as he was a political symbol and his opposition to the war in Iraq would have rallied the population around supporting immediate withdrawal.
The notion that the U.S. government gave orders for Army top brass to execute Pat Tillman in cold blood is the most damaging indictment of the Iraq war since it began, trumping the lies about weapons of mass destruction tenfold, but if the establishment media continue to soft-peddle and steam-valve one of the biggest stories of the century its impact will be completely diluted.
It is up to us to make this story go viral because the implications are so dire that they could act as the final death knell for the blood-soaked and illegal occupation of Iraq and become the clarion call to bring our troops home.

'Above the Law' Bush Wipes Away Scooter Libby Prison Sentence

Bush Commutes Libby Prison Sentence
WASHINGTON - President Bush spared former White House aide I. Lewis ``Scooter'' Libby from a 2-year prison term in the CIA leak case Monday, delivering a political thunderbolt in a highly charged criminal case. Bush said the sentence was just too harsh. Bush's move came just five hours after a federal appeals panel ruled that Libby could not delay his prison term.
That meant Libby was likely to have to report soon, and it put new pressure on the president, who had been sidestepping calls by Libby's allies to pardon Vice President Dick Cheney's former chief of staff.
``I respect the jury's verdict,'' Bush said in a statement. ``But I have concluded that the prison sentence given to Mr. Libby is excessive. Therefore, I am commuting the portion of Mr. Libby's sentence that required him to spend thirty months in prison.''
Bush's decision enraged Democrats and cheered conservatives - though some of the latter wished Bush had granted a full pardon.
``Libby's conviction was the one faint glimmer of accountability for White House efforts to manipulate intelligence and silence critics of the Iraq war,'' said Senate Majority Leader Harry Reid. ``Now, even that small bit of justice has been undone.''
House Speaker Nancy Pelosi, D-Calif., said Bush's decision showed the president ``condones criminal conduct.''
Unlike a pardon, which would have wiped away Libby's criminal record, Bush's commutation voided only the prison term.
The president left intact a $250,000 fine and two years probation for his conviction of lying and obstructing justice in a probe into the leak of a CIA operative's identity. The former operative, Valerie Plame, contends the White House was trying to discredit her husband, a critic of Bush's Iraq policy.
Bush said his action still ``leaves in place a harsh punishment for Mr. Libby.''
Libby was convicted in March, the highest-ranking White House official ordered to prison since the Iran-Contra affair.
Testimony in the case had revealed the extraordinary steps that Bush and Cheney were willing to take to discredit a critic of the Iraq war.
Libby's supporters celebrated the president's decision.
``President Bush did the right thing today in commuting the prison term for Scooter Libby,'' said House Republican Whip Roy Blunt of Missouri.
``That's fantastic. It's a great relief,'' said former Ambassador Richard Carlson, who helped raise millions for Libby's defense fund. ``Scooter Libby did not deserve to go to prison and I'm glad the president had the courage to do this.''
Already at record lows in the polls, Bush risked a political backlash with his decision. President Ford tumbled in the polls after his 1974 pardon of Richard M. Nixon, and the decision was a factor in Ford's loss in his bid for re-election.
White House officials said Bush knew he could take political heat and simply did what he thought was right. They would not say what advice Cheney might have given the president.
On the other hand, Bush's action could help Republican presidential candidates by letting them off the hook on the question of whether they would pardon Libby.
A message seeking comment from Special Prosecutor Patrick Fitzgerald's office was not immediately returned.
Bush said Cheney's former aide was not getting off free.
``The reputation he gained through his years of public service and professional work in the legal community is forever damaged,'' Bush said. ``His wife and young children have also suffered immensely. He will remain on probation. The significant fines imposed by the judge will remain in effect. The consequences of his felony conviction on his former life as a lawyer, public servant and private citizen will be long-lasting.''
A spokeswoman for Cheney said simply, ``The vice president supports the president's decision.''
The White House said Bush came to his decision in the past week or two and made it final Monday because of the ruling of the appeals panel, which meant Libby would be going to prison soon.
The president's announcement came just as prison seemed likely for Libby. He recently lost an appeals court fight that was his best chance to put the sentence on hold, and the U.S. Bureau of Prisons had already designated him inmate No. 28301-016.
Bush's statement made no mention of the term ``pardon,'' and he made clear that he was not willing to wipe away all penalties for Libby.
The president noted Libby supporters' argument that the punishment did not fit the crime for a ``first-time offender with years of exceptional public service.''
Yet, he added, ``Others point out that a jury of citizens weighed all the evidence and listened to all the testimony and found Mr. Libby guilty of perjury and obstructing justice. They argue, correctly, that our entire system of justice relies on people telling the truth. And if a person does not tell the truth, particularly if he serves in government and holds the public trust, he must be held accountable.''
Bush then stripped away the prison time.
The leak case has hung over the White House for years. After CIA operative Valerie Plame's name appeared in a 2003 syndicated newspaper column, Special Prosecutor Fitzgerald questioned top administration officials, including Bush and Cheney, about their possible roles.
Nobody was ever charged with the leak, including Deputy Secretary of State Richard Armitage or White House political adviser Karl Rove, who provided the information for the original article. Prosecutors said Libby obstructed the investigation by lying about how he learned about Plame and whom he told.
Plame believes Libby and other White House officials conspired to leak her identity to reporters in 2003 as retribution against her husband, Joseph Wilson, who criticized what he said was the administration's misleading use of prewar intelligence on Iraq.
Attorney William Jeffress said he had spoken to Libby briefly by phone and ``I'm happy at least that Scooter will be spared any prison time. ... The prison sentence was imminent but obviously the conviction itself is a heavy blow to Scooter.''

Up to 6,000 armed police officers were on the streets, sources said.Jacqui Smith, the Home Secretary, told MPs that security had been tightened at more than 450 sporting venues and around 400 shopping centres across the country. Concrete blocks were set up at Wimbledon yesterday to stop anyone from ramming the All England Club. Organisers of Thursday's Henley Royal Regatta are looking at whether to move public car parks away from the Thames.
Office workers and commuters also found themselves subject to more rigorous checks.
Commuters driving into Canary Wharf in Docklands, east London, had their steering wheels swabbed for explosive residue when entering an underground car park.
Richard Kemp, the security director at Canary Wharf, said: "Searches of all car parks are being carried out on a frequent basis and police have an increased presence on the estate and are working closely with our own security staff."Last night the Home Office issued counter-terrorism advice to businesses, which government officials said could apply to schools and universities. The advice recommended searching premises inside and out and securing emergency exits when not in use.
Staff should be fully briefed about evacuation plans and escape routes must be well defined, it said.
Workers should be told what to do if an area was cordoned off.
Airline passengers were banned from being dropped off or picked up directly outside all airport terminals.
